Does this strike anyone else as a protection racket? Every so often some thugs gets sent around to collect some extrajudicial money from local businesses to keep bad things from happening?
The UK does this as well. Except it can be called things like 'TV Licence Enforcement', or 'PRS Enforcement'. Or just 'tax collection'.
But such is politics. One of the major perks is the ability to create laws, which create revenue streams. A lot of this is why we have our current energy & inflation crisis.
