Nope, they removed that in Exchange 2010. The reasoning was: Customers do have more than one database anyway. And more than one exchange server, often one for each subsidary. Using Single Instance Storage within one database does not save that much space, way below the 10% margin for such a setup. So it was removed in favour of performance, at the cost of disk space.
