Jboss (also by redhat) mimicked systemd design and created a parallel boot system that to this day in production environments ensure you never know if a reboot will work or not.
Boot speed in a laptop of phone is important but in most server environments reliability and testability are significantly more important.
Reliable shutdown is equally important and systemd still, to this day, does not provide that.
Lost alot of money from that in prod environments.
