That's true, but Dabbs spoke definitely about (I quote): "programs that I am certified to teach", so the situation seems to be slightly different here I guess (although it sound like he's amalgamating several similar though different situations in his article): It does sound like he's supposed to teach a specific software, come hell or high water.
