Back in the thunderbird days the yield was such that some chips were binned down, just to get the right balance of chips to market... so you could often unlock a significant performance boost just by connecting a few sets of pads on the chip package to unlock the CPU multiplier in the BIOS.

But yes, in general binning is not hobbling chips, it's selecting the best performers as the higher skus
