Terrible idea!
The whole idea of bring more freedom of speech to twitter would be equivalent to allowing people to yell fire in crowded theaters with no consequences. From the 2016 US election to Covid, its clear that twitter can easily be used to convince a significant amount of people to do things against their best interest. Just look at https://www.sorryantivaxxer.com/ where you see a bunch of fools sharing the same garbage to feed their antivax stance which leads to their deaths. Take twitter and other social media platforms out of the equation, most of these people would not have such views (unless they has such views before) and would still be alive more than likely.
