Dido's Test n' Trace, and it's cost. £41bn and climbing. That astronomical cost says something. If you put all that technology in the wrong (incompetent) hands, they'll spend (our) money producing hot air until the cows come home.
You've said it yourself. TEST and trace. The very largest proportion of that money is to give out free test kits and process the results. The IT part of it is a small fraction. The Wetherspoons pub bore still claims that the app on the phone cost all that money.
