Well... it's worth noting that they don't really have sufficient address space. It's almost impossible to get more than one v4 IP from most ISPs, yet almost everybody has an entire network of devices that they want to attach to the internet, not just one single device.

I imagine larger and larger ISPs are going to end up moving to CGNAT too, since AWS and friends are always in the market for more v4 space, so even getting one single v4 address is going to get harder and harder. This is already happening frequently in Germany and some nearby countries, and I don't see any reason for it to only happen there.
