Top-Down system?
Almost always specced by bosses and people outside the department. When I did this, the punter often finished up with two joined systems - One to keep the bosses happy, and the other for the peons who actually used it. Typically, I called the first a "Management System" with a pretty screen and lots of reports; and most importantly, snazzy "Export to Excel" facilities.
