That's a bit harsh.
Geoff knows his stuff, and coming from a land down under, is well aware of the challenges. Which were largely historical. So the US and Europe got allocated large chunks of v4 space, and regions like Asia Pacific, Africa and the Middle East got much smaller blocks.
That's an accident of history and the ad-hoc way address blocks were originally handed out, ie US companies ending up with class A blocks, just because they asked the right people nicely. But I think what's really needed to drive v6 adoption is the killer app that's a must-have, and requires v6.
