No it doesn't. It'll get an IP from the network's subnet, which is different for each network, so the left-hand half of the address will change when you move between networks. The right-hand half will be randomly generated and change regularly due to privacy extensions, so it'll change even if you don't move between networks.
(Of course your apps etc will still track you by IMEI, UUID or whatever, but that has nothing to do with v6...)
