The civil service tries really hard to apply the law. Sadly, the great British public has no sympathy for law, they just want the enemy of the day to be smitten, right now, whatever it takes.
Yes, there's lots of waste in the civil service. Of course. But without it you'd very quickly see exactly why so many people don't want to live in Poland or Pakistan. (Of course those countries have civil services of their own, but their priorities are, let's say, different.)
