Who refers you to the T&Cs that make it very clear that they are only an intermediary bringing buyers and seller together - the souk is neither selling nor importing the product so they are off the hook. The most that will happen is that the seller will be kicked off - but chances are that they'll already have another couple of accounts set up and gathering positive reviews so they'll get another couple of months of sales before the next account gets kicked off.
Now, if the souks are made liable to inform every past buyer that a product has been found to have been illegal/dangerous then that might start to change hearts and minds. But don't hold your breath.
