There were some versions of opensuse not too long ago that tended to hang on boot if the network wasn't available because some bright spark thought getting the time from NTP on boot was sensible seemingly the same bright spark then decided to make the timeout something stupidly long. (I want to say minutes but I'm not 100% sure on that)
Apparently no one thought it might be used on a laptop which may not always be in the same location (and thus the configured wireless network may not be available)
