Well given the time it will take to issue the contract requirements, allow the proposals to be submitted, review the proposals, select a winner, suffer through the protests, issue the contract, on-board the contractor, bring the contractor up to speed, suffer through the contract mods, finish the system, test the system, configure the system, test the system with users, reconfigure the system, plan the transition, and go live, I'd say 2031 is a realistic end date.
