The vast majority of Local Government organisations now encrypt all hard disks on end user devices and prevent the use on encrypted USB sticks. Together with hugely improved remote access the ability to access data 'wherever you are' has removed the need for exchangeable media.
Even small district councils are now using encryption as its effectively free with the O/S.
The problem of elected members using gmail/ hotmail etc. accounts has not gone away however.
