Just to be clear - the AI in this case ('neural hashing') is about comparing images stored on devices with near-identical *known* abuse images, it is not about 'interpreting' new images to assess them for being CSAM. It's a slight step above binary hashing (MD5) as it allows changes due to compression and aspect ration change to still match.

They are using a different kind of AI to identify dick pics/nudes on kids phones but that is different to the CSAM detection system.

As to law enforcement receiving an alert, it's not quite how you imagine. Apple compile a CyberTip report to NCMEC (a charity in the US). The report contains enough information to prove an offence has occurred (e.g. an audit log of the detection, copy of the hash, perhaps a copy of the image itself) and information to identify the user e.g. usernames, IP addresses, emails etc. NCMEC assess the report and confirm the image is illegal. Only then is it disseminated to the law enforcement agency where they believe the user lives. The agency then check the images and information themselves... Only then does it go to an officer, who guess what? Checks...

Often the tip offs are just that - enough to get the cops through the door. If someone is a paedophile, examination of their devices will quickly provide ample evidence of possession and/or distribution of CSAM.
