The reason the Nauka was launched is it was a classic "death-march" project into which more money had been poured than the cost of extrication. It was simple economics. Of course politics was there, but bluntly the Russkis would have much rather used the money for the ROS than ISS, but the Nauka is old hat, ISS tech, useless for the ROS. So abandon it or launch?
