So rather than a misplaced attempt at "civil duty" it's misplaced self-preservation. As Apple wouldn't be liable (if at all) until the illegal content hit their platforms. If they are indeed launching a pre-emptive strike (on a yet-to-happen transfer) they're well overstepping their authority. It's tantamount to having a law officer observing your every move, including in your home, "just in case". So yep, Apple are trying to be a corporate version of a police state.
