"exterior to Google" meaning not owned, controlled, managed, branded, or sold by Google. Similar to how the Linux kernel is also "exterior to Microsoft". Both companies may contribute to it to help themselves (and entirely by happy side-effect, possibly help us users and the community in general), but it's still external to their core business. And with that in mind, it's not remiss to question their motives when they make such large-scale suggestions as this.
