Do you seriously think the CCTV cameras used in the are likely to be genuine HDR?
Shooting stills in HDR is relatively easy - the camera just takes a burst at multiple aperture settings and there’s a (albeit computationally expensive) process to combine them. Although the results will not be good if anyone moves during that process.
Shooting video in HDR currently requires at least $1000 of camera, more usually $2000. I doubt those are capable of streaming the result easily, and running around with SD cards or SSDs doesn’t really work in this scenario.
I can’t imagine HDR hitting the CCTV/face recognition market for some time yet.
