My go-to solution on Windows (my primary development platform) is MSYS2, with the Pacman package manager (same as Arch). This, together with a Manjaro (friendly Arch distro) VM, gives me a very coherent way to develop both for Windows and Linux, without having to resort to hacks like WSL(2).

On Windows I prefer to get an EXE or MSI installer package for large software packages (like LibreOffice), but I like using MSYS2's pacman to get libraries and tools I use during development, also because of the Linux-style filesystem layout this gives me in addition to a Bash shell.
