The GPL says...
" You may not copy, modify, sublicense, or distribute the Program except as expressly provided under this License. Any attempt otherwise to copy, modify, sublicense or distribute the Program is void, and will automatically terminate your rights under this License."
Surely forcing people to sign a CLA such as that being proposed will terminate their rights to use the source by being in direct contravention to what the GPL specifies?
