Packet recombination is such a basic attack that I cannot even claim to have figured it out myself, as it was probably mentioned in some elementary paper I read on the subject. That these protocols had them when they first came out in the 1990s might (might) be forgivable. That they remained is so far beyond the realm of incompetence that I can only assume that the TLAs are involved.
