Ah the case where the South West Water Authority largely escaped liability by being privatised into South West Water plc with the same management?
The delightful Michael Howard who was in charge of the privatisation said that a prosecution of SWWA would "be totally unhelpful to privatisation... and render the whole of the water industry unattractive to the City".
