I agree with all you said.

But the 4U example, if we go with AMD and their 64 core CPUs (7702P), they currently draw max ~4.4W per core (from the TDP) compared to Apples cores (firestorm) of ~3.45W.

But AMD is currently using 7nm (14nm for IO), Apple is built on 5nm, so AMD switching to 5nm should drop that power consumption.

So on the high end, high core count Apple haven't really done much better, but they may be able to reduce their power draw on the higher counts like AMD have done. But so will AMD going to 5nm and probably with their next design. Which will be before Apple even consider such a CPU.
