Yep. It was originally built for a massively under-resourced team of no more than ten, all of whom sat within shouting distance of the developer's desk (i.e. mine).
If it's any comfort, as soon as the higher-ups in the company heard about it, plans were made to extend it's use to other teams. Requests from the developer to be allowed time to document it, time to implement it in a more scalable architecture (SQl / MVC for example) were all denied. And yes, the developer did move on shortly thereafter.
