I have been on projects where:
IT was over-ruled on the choice of software for a $150 million project that subsequently because the system just couldn't deliver what was promised and replaced less than two years later. Not even over ruled by the corporate heads who knew the business, but by the investment group that owned the corporation.
Operation negotiated and signed a systems contract with a vendor and only made IT aware when implementation was to begin. That one failed too, oddly enough, in that it didn't do what operations needed.
