The tricky thing is that the EC has taken this a bit further: They have offered that the UK could use Galileo PRS - but only in activities that were coordinated with the EC or in activities that were inline with the EU's policies/interests. The implication of the EC's offer is that they would reserve the right to deny the use of PRS to the UK at any time, if they felt it was not in their interest or simply that they did not approve.
