I'm in a heavily regulated industry, and have had this happen several times. 4-function calculator is allowed, with no paper trail, but Excel isn't - unless the specific workbook is heavily locked down and thoroughly inspected and tested by specific authorized personnel. Then any changes to the workbook (aside from the typed-in numbers) have to be handled through version control...
