I don't think @conscience means to just go into a current AMD/Intel processor and try to switch off/disable the PSP/IME.

I suspect they mean to stop designing processors that have PSPs/IMEs in them at all, so that future generations of processors don't have these "features".

Also, that being said, there are methods to disable most of the IME functionality, effectively turning it off immediately after boot-up, so it is only active during the initial boot-time hardware initialisation phase. Some commercial vendors offer this option, and in fact some (Dell) have had this option for a while, just not available to the general public, for special order, security-related fields usually.
