It depends how the HSM is configured and how the keys are imported in the HSM: in certain configurations, the keys can easily be exported if one has access to the HSM. I'm on the development side of things (using PKCS 11 to communicate between the software and the HSM) and due to some requirement on the software, the clients using a certain brand of HSM have to leave a few export options available.
