The EU and quite a lot of experts have been saying this from day one. Without being a paying in member we will not get the same FOM rights as we have now. Period.
Ummmm how about the non-EU countries of Iceland, Norway and Lichtenstein? I think you'll find they all have freedom of movement within the EU.
