if it looks like it's the right height for someone to stand on, they need to be able to cope with someone standing on them - In boots.While that might have been the reason, it may have also been to do with TEMPEST (Telecommunications Electronics Materials Protected from Emanating Spurious Transmissions) shielding.
I.e. preventing someone parked outside with a surveillance van with sufficiently sensitive equipment from being able to read the screen and see exactly what's being typed on the keyboard or otherwise work out what was going on from the emitted electromagnetic radiation of operating electronic equipment.
