This is not entirely Apple’s fault . Apple have been telling developers for several years now that they were removing 32 bit support. As a Mac user , I’ve been getting messages every time I launch a 32 bit app for several years now, and as a developer, I have had multiple emails from Apple.
In this case, the developer has failed (whether by choice or another reason) to put the resources required to update the software into updating that software. The fault likely lies with the bean counters at the software company, not Apple.
