Who said that Factory testing is something done exclusively by the manufacturer?

Factory testing - performed by BR employees - was an integral part of BR's acceptance process; fail factory testing and nothing gets shipped.

But as noted in the article, the system worked as per the requirements specification, just that the requirements specification was as expected: incomplete.

No, diesel-gate demonstrated that the US standard emissions test was not fit for purpose.

Interestingly, the work of Emissions Analytics indicates that pre-Euro-5 diesel engines can be less polluting than both modern diesel and petrol engines, yet they fail the mandated emissions test - go figure. Interestingly, this counter-intuitive finding is reflected in the real-world data which shows an increase in ICE pollution when the opposite was expected. So it does look like Europe also has standards and mandated independent testing that isn't fit for purpose...
