Most of those 900 + million users of Windows 10 wouldn't know a registry if you hit them over the head with it and have no knowledge about whether it works pretty well or not. The rest of the users have 2 or more 3rd party "registry cleaner" programmes selected from the many of them out there because using them can help stave off the day when a full reinstall is the only way to properly repair the registry.
