If you really want to start looking at misspent public funds because of personal relationships, look no further than the attendance of one T Blair at the UK launch of Microsoft Windows (I think it was 2000) which has now been very carefully scrubbed from the Internet but which was at the time roundly (and correctly) criticised. From that point on, everything had to be Microsoft which only by the help of more intelligent people did not lead to complete disasters. AFAIK, a virtually identical plot is now playing out in a very important department of the Belgian government where a very high placed official insists it MUST all become Microsoft without a shred of formal evaluation of little trivial things like suitability for purpose, TCO or the cost of migration. The golf course sale is alive and well.

There's more if it wasn't for the Official Secrets Act..
