Remember that security probe that ended with a sheriff cuffing the pen testers? The contract is now public so you can decide who screwed up

Just invoice for the time spent in custody.

I don't think they can as that was already covered in their contract.

Surely the time they were locked up is the ultimate in "PEN" testing? Especially when it's for the state?

("State Pen", obviously)
