I somewhat disagree. In most countries there is specific legislation that compels them to hand over data. Since Mozilla (or whomever is the DNS provider of choice) wouldn't be considered to be an ISP, it would be much more difficult to compel them to handover data.

I would much rather take a chance on an organisation that can't be compelled to handover data than one that definitely can.

I think that's the point of DoH.

The same applies to VPN use. Yeah you still have to trust them, but there is considerably less legislation that forces them into handing anything over.

It changes the legal playing field.
