In the UK, the larger ISPs hijack all DNS requests (to port 53) regardless of the resolver one might set.

That happened to me when I had NTL (now part of Liberty Global); I had tried setting up OpenDNS as the resolver, but the requests were never being sent there - turns out the ISPs use DNS hijacking monitoring to implement the IWF list.

I rather object to the ISP deciding whether I can actually use my preferred DNS provider, so in some circumstances DoH might be useful.
