Maybe it's really because Germans are more aware of privacy issues because of the history...
Don't forget that they also have the experience, with IBM supplying and profiting generously, on how to effectively categorise people, filter out the "non-wanted" and "deviants" and then efficiently, again with the same IBM systems (profits channelled nicely through Switzerland to sanitise) manage their transportation to certain death camps.
