That copyright notice, and the gibberish that goes around it, is usually to say that you CAN copy, and under what context (whether that be copy for installation like most commercial software, or copy fairly freely in entirety like GPL).
The creator can do whatever the hell they like. You, you get to follow the rules they choose and apply in the copyright (clue in the name - the right to copy), and if there is NO copyright attribution, that doesn't mean it's a "public domain" free for all, it actually means that you don't have any rights at all unless you can specifically prove that the owner granted you said rights.
