Before signing the scenario of the massacre, the Machines of the High Parties of the Massacre Treaty would have to calculate some stuff, emitting a sort of an electromagnetic radiation, which will be a call to Apocalypse that would prevent the Power of Satan (and one can freely accompany this lyric sentence with a smiley) from setting up irrevocably on Earth. Thus, perhaps, considering this subrole is a mission for an AI agent never brought to learning before.
Second "why not" is that Satan should construct its own Satan to rule in a custom bipolar manner of now and always, which would automatically turn him God, which is absolutely illogical and inacceptable. Methinks, such is that.
