You're right, but I would say it's a blend of selfishness and arrogance. Just look at how some drivers behave in car parks. As drivers, they expect right of way and often go too fast considering by definition, a car park is going to have pedestrians in it. Once they've parked and demand their pedestrian right of way, they suddenly become highly indignant when other drivers treat them in the same way.
