Automatic emergency braking was disabled because of erratic behaviour. I translate this to mean that if enabled, the car would slam on the brakes for many invalid reasons and thereby risk causing accidents.

The human driver was there and would not have responded to a sudden alarm by braking hard but would have started looking for the cause. With 1.3 seconds before impact, neither the automated system nor an attentive driver would have reacted in time to avoid the crash.

From what I read elsewhere, the woman was wheeling her bicycle into the path of the car on a dark night. I don't know if she even had lights on.

If this were a non-automated car I doubt if the driver would be found at fault.
