Yes, those things are cheap. The meatbags to manage and maintain are not though. Set up your own Hadoop cluster and you'll see why cloud is popular. It frees the staff to genuinely innovate rather than be bogged down with maintenance. Management are generally not happy with the IT department getting bigger so you usually have to choose between managing and innovating. Sometimes you can have both, but not often.
