The move to UEFI was probably driven less by shadowy state players (given the level of incompetence that seems endemic in all governments, it seems odd they can pull this of with no trail of cockups behind them) and more by a simple move to make PC maintenance cheaper. After all, if you have to start opening cases and touching bare metal, you're going to need someone with some level of expensive (and transferable) knowledge somewhere.
Far better eliminate that person, and make systems configuration something a user can do from a link.
