Yes, sorry, it was poorly phrased. I meant that the controllers on the ground would be monitoring the activities on-board and that they would thus notice a rogue astronaut with a drill in the Russian segment.
Like in most industries, the "boots on the ground" (or in this case ~200 miles above it) are fine and happy to work together, it's the manglement level that screws things up.
