So is it illegal before anyone evaluates it?

Does viewing before evaluation for forbidden content count against your three lifetime strikes?

Does streaming after following a deceptive or ambiguous link count?

Does streaming as items in a linked set of videos, the first of which is not forbidden content, count? (which you might not even be watching on your unattended monitor while you feed the cat / answer the door / make dinner)

What about streams that open on a page in an advertising spot, automagically? (again, possibly in a window that is not being watched for some reason)

How can anyone not an officer of the court or a government trained and approved censor evaluate the edge cases accurately?
